Norfolk County Council is seeking to appoint a contractor on a design and build basis for the West Winch Housing Access Road scheme near King’s Lynn, Norfolk. The scheme is described in the outline business case, which was submitted to DfT in September 2023. It includes substantial works on the A47 trunk road, including dualling of a 1.3km stretch. Lot 1: Norfolk County Council is seeking to appoint a contractor on a design and build basis for the West Winch housing access road scheme near King’s Lynn, Norfolk. The scheme is described in the outline business case, which was submitted to DfT in September 2023. It includes substantial works on the A47 trunk road, including dualling of a 1.3km stretch. The planning application has been validated and is currently in the consultation phase. The main elements of the scheme include:- A housing access road to the east of West Winch connecting the A47 with the existing A10, comprising some 3.5km of single carriageway and 300m of dual carriageway.- A roundabout on the housing access road providing access to the planned Hardwick Green housing development- Two roundabouts on the housing access road to serve proposed dwellings that are outside the Hardwick Green development- A roundabout on the housing access road, at its southern end, providing a connection to the existing A10- A signalised roundabout junction where the housing access road meets the A47- Modifications to the existing Hardwick Interchange to accommodate additional housing traffic plus re-orientation of trips through the junction (these modifications include new east-facing slip roads and changes to the Interchange’s circulatory carriageway)- Dualling of some 1.3km of the existing A47 between Hardwick Interchange and the housing access road- Treatment of local roads severed by the housing access road including an overbridge to carry Rectory Road over the new road and some 350m of associated new single carriageway construction- Construction of a cycle path alongside the new road. Additional information: The contract length given in section II.2.7 represents the estimated contract length from award to completion of the scheme. Following completion the successful contractor will also be expected to provide landscape maintenance services for a period of time to be determined.
