Lot 1: This is a formal invitation to tender under the Transport Act 1985 for operators to join a multi-supplier framework for the provision of Metro Replacement bus services in cases of emergency withdrawal of Metro services. This can be defined as when Metro is withdrawn over a stretch of line on account of unforeseen circumstances. The term of this proposed agreement is 01/04/2025 to 31/03/202. These services may be required to operate at any time during Metro operating hours to cover sections of the Metro system which are non-operational. Buses may occasionally be required outside of this timeframe. Each compliant tender submission will be evaluated on a cost ranking system, then a list will be provided ranking price lowest to highest. In the event of an emergency withdrawal of metro services, metro operations will contact the operator having submitted the lowest price for the service required. Should the first operator be unable to satisfy that requirement, then metro operations will contact the second lowest priced operator, and so on. Services provided will operate to specified timetables. Tenders are requested for two sizes of bus with minimum capacities of 60 and 84 (including standees), although you need not tender for each vehicle size. These must be fully compliant with Public Service Vehicles Access Regulations 2000, the Public Service Vehicles Accessible Information Regulations, and any requirements under the Equality Act 2010.The vehicles required will be low floor, easy access, meeting a minimum of Euro 5 or Euro 6 engine emission standards, depending on the service tendered. All additional information, service and suitability requirements is set out within the procurement documentation.
