Procurement of maintenance service for an STS crane

Description

The Larvik Harbour intends to go directly to the supplier, TES Industrial System, for the procurement of maintenance of STS (Ship to shore) cranes. The service concerns electrical and replacement of PLCs and frequency converters. The purchase is planned to be carried out as a direct procurement as the contracting authority considers there to be justification for not publishing a notice, cf. fyf. § 9-3. TES Industrial System is the original supplier of the management system that will be maintained. Maintenance requires in-depth knowledge of both the Kalmar crane and the relevant control system. Lot 1: The Larvik Harbour intends to go directly to the supplier, TES Industrial System, for the procurement of maintenance of STS (Ship to shore) cranes. The service concerns electrical and replacement of PLCs and frequency converters. The deadline for filing objections to the voluntary ex-ante transparency notice is 14.07.2023 at 12:00. The purchase is planned to be carried out as a direct procurement as the contracting authority considers there to be justification for not publishing a notice, cf. fyf. § 9-3. TES Industrial System is the original supplier of the management system that will now be maintained. Maintenance requires in-depth knowledge of both the Kalmar crane and the relevant control system. There are not many of this crane, and with complex faults and deviations where the control system does not work in relation to the crane's physical design. This requires in-depth expertise and experience with this type of crane, which TES possesses as a subcontractor to Kalmar and former supplier of the crane management system in question. The work is complicated, and there are special requirements for interoperability that must be met to ensure the functionality crane. The use of TES will also mean that the crane's type approval, including CE marking, is maintained. The crane is also subject to Copyright. The provision for signing a contract is thereby considered to be met. The voluntary ex-ante transparency notice is published in accordance with the Public Procurement Regulations §17-5. See the annex
