Framework Agreement on Sorbent Delivery and Exchange on biogas compressor stations

Published

Description

Excessive gas received from the distribution net includes THT - Tetrahydrothiophene (Odorant). The deodorization unit consist of two vessels each filled with adsorbent material which adsorbs the THT. Through the establishment of the present framework agreement, Energinet wants to purchase a full-service agreement regarding Sorbent Delivery and Exchange on our biogas compressor stations. For further information see Appendix 2: Scope of Works. The framework agreement is tendered by Forretningsservice A/S (part of the Energinet Group). Forretningsservice A/S serves as a central purchasing body awarding the framework agreement on behalf of Teknik og Anlæg A/S (part of the Energinet Group). Further information is available in the Tender Documents. The procurement is conducted as a negotiated procedure and a framework agreement will be entered with one provider for the duration of 8 years. Lot 1: The framework agreement is tendered by Forretningsservice A/S (part of the Energinet Group). The procurement is conducted as a negotiated procedure and there will be entered into a framework agreement with one provider for the duration of 8 years. Due to excessive production of biogas in the distribution grid in Denmark, Energinet (Energinet Teknik og Anlæg A/S) has installed compressor stations with deodorization units to remove the Tetrahydrothiophene (THT) to inject the biogas in the main gas transmission grid. The THT is added to the gas as a tracing tool for safety purposes in relation to domestic household. THT is not allowed in gas in the transmission system. The deodorization unit consist of two vessels each filled with adsorbent material which adsorbs the THT. Over time the adsorbent will be saturated and will need to be exchanged. The Scope of Works for the Service Provider is (see also Appendix 2). • Mobilization, travel, board and lodging etc. • Project and site supervision and management etc. • On-site changing and sanitary facilities, waste, and wastewater handling. • Delivery of new sorbent capable of use in Energinet’s existing plants. • Opening and closing of flanges and manholes incl. delivery of new gaskets. • Safely emptying and cleaning the vessel of the used sorbent. • Correct disposal of used sorbent. • Safely refilling the vessel with new sorbent that is commercially available. • Any task which is not mentioned above but is needed for the safe exchange of the sorbent. Please note that this is a negotiated procedure. Except for mandatory parts, the Tender Documents may as a result undergo changes as part of the negotiation process.
