Description

Greatness Football & Community Pavilion - a facility both for the football club and the local community. The project is to build a new football and community pavilion close to the current 3G pitch. The full specification and a template for pricing can be obtained from the link below. Further Questions from Contractors 9. Are you planning on novating the current consultants through to construction or do we have the freedom to allow for who we want? A. There is a preference to novate the design team at the construction stage, subject to further discussion and agreement on fees / terms and conditions. However, there is a flexibility to appoint your own consultants subject to further discussion / approval from the client. 10. Confirmation on the exact hoarding line required for us to price. As it is shown on the drawing as all the way round the football pitch, skate park and children's playground. Are we to price the whole distance. A: The hoarding is just the thick black dashed line around the proposed building and area in front of the club entrance and north of the carpark. Unfortunately, the existing fence lines are also shown with a thinner black dash, which is confusing. So, to confirm it doesn't include the football pitch, skatepark or existing carpark. We do need to caveat this with tenderers to provide advice on how they may control access and deliveries to & from the site, which may alter this line in the future. 11. We have noted that FD20 doors have been specified for some areas of the building. After speaking to our in house Fire Stopping Specialist, he has informed us that FD20s are no longer certifiable. How would you like us to proceed? A: FD30 please. 12. The resubmitted planning application (Application Number: 24/00712/FUL) has been approved. 13. It is confirmed that the Pre-Commencement Conditions are to be dealt with by the Contractor after Contract Award. Additional information: Questions from Contractors 1. Can you please confirm that 70% of the score will be on the qualitative responses and 30% of price. This is heavily weighted away from price which surprises me as projects of this nature with funding coming from CIL and FA have tight budgets that need to be me. A: I can confirm that that 70% of the score will be on the qualitive response and 30% on price although a competitive price is still very important but if there are two tenders of similar price the deciding factor may not be price. 2. Is there any intention of issuing M&E drawings or will it just be the performance spec that we are to price to? A. There are no M&E drawings and tenderers should price the M&E section based on Stage 3 Performance Specification. 3. Can the procedure be adapted to include a pre-selection stage or can there be a deadline extension? A: Due to the stringent timings and deadlines associated with the funding, we are unable to extend the deadline for the tender submission. The procedure is an open procedure and does not have a pre-selection stage. 4. Please advise on the planning application reference for the scheme. A: 20/03804/FUL. 5. Please advise where the mains water supply for the new building is from? To be taken from the Existing pavilion? A: There is an existing water supply to the area adjacent to the current pitch, within one of the cabins/buildings; unfortunately, we don't have an exact position for this. The contractor is required to survey and investigate this supply to ascertain it's suitability for re-use and connection to the proposed cold water storage tank in the new building. 6. I note a new power supply will be needed - please advise if there is a know route/location this will come from? A: The final sizing would be as designed by the contractor according to the services they select for the building. Once determined they would be responsible for making the application to UKPN who would quote accordingly. 7. I note that there is a Client Provisional Sum for Electrical and Water Mains Connections - this is assumed to allow for all builders work, ducts & trenching and service providers fees. A: There is no reliable way to estimate this in advance unfortunately as it will depend on network constraints that only they know. The mains water supply currently runs along side the path to the main pitch. The mains tap is outside the current mens toilets behind the portacabin changing room It currently services water to 7 toilets 8 showers and 9 sinks The clubs water meter is Mill Lane side of the swings near the road. 8. Please confirm the Phasing for the project. Please price the tender according to the site phasing plan (Dwg 5560-WD-100 Rev.B). The other half of the single storey changing room building is not the scope of this tender.
