Description

The Council, on behalf of the Orbis Partners is seeking to appoint suitably qualified Suppliers(s) to deliver a competitive range of flexible benefits to employees. The Framework will consist of the following Lots: Lot 1: Flexible Lifestyle Benefits and Salary Sacrifice Benefits. Lot 2: Finance and Insurance Services Benefits. Lot 3: Total Reward Statements. Lot 4: Employee Reward and Recognition Scheme. Bidders are invited to submit a bid for all or a selection of the Lots, each Lot will be evaluated separately. The minimum number of Suppliers on the Framework will be one and the maximum will be 4. There will be a maximum of one Supplier per Lot. The Framework will be awarded for a period of three (3) years plus a one (1) year optional extension period, at the Council's discretion (‘the Framework Term’). Lot 2 consists of one category of discount and benefits requirements: — Finance & Insurance Services Benefits. Finance & Insurance Services Benefits Overview. Provision of a range of finance and insurance services such as personal loans, life insurance, critical illness cover, motor insurance cover, funeral plans. Employees will be able to access discounted rates via the Employee Benefits Portal and pay the Supplier directly. Lot 1 consists of three categories of discount and benefits requirements: — Goods & Services Benefits, — Health & Wellbeing Benefits, — Salary Sacrifice Schemes. Goods & Services Benefits Overview. Provision of a range of discounts from retailers, service and hospitality providers, including major ‘brand name’ business, in areas such as: groceries; fashion; home technology; travel, attractions and days out; utilities; gifts; theatre and cinema tickets. Employees will be able to access discounted rates via the Employee Benefits Portal and pay the Supplier directly, and access savings in a variety of ways including cashback. Health & Wellbeing Benefits Overview. Provision of a range of finance and insurance services such as personal loans, life insurance, critical illness cover, motor insurance cover, funeral plans. Employees will be able to access discounted rates via the Employee Benefits Portal and pay the Supplier directly. Salary Sacrifice Scheme Overview Provision of a range of salary sacrifice/tax efficient schemes, which as a minimum must include childcare voucher scheme and a cycle to work scheme. Employees will be able to access discounted rates via the Employee Benefits Portal and pay the Supplier directly. The Orbis Partners currently have a range of salary sacrifice schemes and other benefits in place and have access to the local government pension scheme, generous annual leave package, an occupational maternity, paternity and adoption scheme and other employee benefits. We recognise the importance in ensuring employees understand the full value they receive from working at the Councils and we wish to be able to illustrate how much individual total reward packages are worth, beyond the basic range of salaries paid. Total Reward Statements Overview. Provision of a bespoke statement to initially contain details of annual salary, leave, value of employer's pension contribution and a summary of any savings staff have achieved via the salary sacrifice schemes. Any system would need to be flexible and have the scope to be developed over time as more data becomes available. SCC has recently withdrawn its recognition scheme following the introduction of a new performance related pay system (PRP) which allows for non-consolidated (performance) payments awarded to employees for exceptional performance as part of an annual review. SCC is looking to introduce a recognition scheme that would enable employees to be rewarded on a timely basis for excellent customer service, this could be manager led, peer-to-peer or team rewards. ESCC and BHCC do not operate performance related pay at present, but are interested in exploring what cost-effective options might exist to allow employees to recognise and reward good performance on a peer-to-peer basis. Employee Reward & Recognition Scheme Overview. Provision of a bespoke online or paper based system which can be accessed by multiple users. The system should have the ability to reward/recognise both individual staff and teams for various levels of contribution.
