Provide more information about your security requirements: Baseline Personnel Security Standard (BPSS) Provide more information about your security requirements (optional): Police Vetting to NPPV Level 2 will be required Latest start date 2025-01-31 Enter the expected contract length: 1 year Extension period: 1 year Special terms and conditions Any Intellectual Property Rights (IPR) created in conjunction with the Authority or specifically for the purpose of this Contract and delivery of these Services, is the absolute property of and entirely owned by the Authority unless otherwise agreed in writing. The Supplier shall design any technical solution to operate within a suitable platform, such as but not limited to Microsoft Azure. The Supplier shall have comprehensive technical expertise in developing and deploying technical solutions in the public sector. The Supplier shall support internal staff to build in-house capability, including knowledge transfer of any technical solution in regards to operation, maintenance and development to the Authority ICT Team prior to completion of the Contract, should knowledge transfer be required. The Supplier shall have significant expertise and knowledge of the application of AI and technical solutions to complex problem solving. The Supplier shall design any technical solution to adhere to the following technical standards: Government Design Principles - GOV.UK (www.gov.uk) Government technology Code of Practise (The Technology Code of Practice - GOV.UK (www.gov.uk)) Government technology standards and guidance - GOV.UK (www.gov.uk) Meeting the guidance for using open standards to achieve interoperability of systems means that the solution must comply to ICT industry standards, including but not limited to IETF, ITU, ISO, OGC, BS, W3C etc, for relevant functions. The Supplier shall ensure any technical solution conforms with the following Security Requirements:- The National Cyber Security Centre cloud security principles - NCSC.GOV.UK. The Police Digital Service (PDS) design documents (incorporating NIST and ISO 27001 standards) The schedule of security requirements - see Appendix B. The Supplier shall ensure any technical solution complies with all relevant Data Protection Legislation and data governance. Are you prepared to show your budget details?: Yes Indicative maximum: £135,000 Provide further information: The capped maximum value of this Contract for the Pilot Phase is £135,000 as a capped time and materials total. The Pilot Phase must be deliverable within that cost envelope. The available funding for a potential MVP phase is to be determined following successful completion of the Pilot Phase. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Devon and Cornwall Police (the 'Authority') has statutory obligations to record crime committed in their jurisdictional area within 24 hours from a report of an incident. The recorded crime must be accurate and timely. The recording of crime is governed by the Home Office Counting Rules (HOCR), which is a set of rules, which dictate what classification the crime should receive. The Authority previously has participated in a proof-of-concept to test whether Microsoft's AI capability can perform basic crime classification using a small batch of static data. The prototype was successfully developed by a third party Provider on their tenant, which confirmed that the concept was feasible using Microsoft AI technology. The Authority requires the HOCR document to become a web-based solution to assist in identifying the correct crime classification for reporting. The Authority is looking to establish a commercial Partner who can provide specialist technical development support. Significant and deep understanding of Policing context as well as significant and extensive experience of working within the digital outcomes context is required. The Project shall be structured into two key phases with an initial pilot phase including pilot design and pilot delivery. The Authority would following the pilot then undertake a review and business case development for further approval to proceed with a potential second phase. The potential second phase would be progression into full development of a Minimum Viable Product (MVP) with the output being a tool that the Authority own and can continue to use. The Authority commits to the pilot phase but any move into the second MVP phase will be based on the Authority’s review of the success of any pilot phase as well as internal business case approval. The Pilot phase duration should be for a period of 8 – 10 weeks commencing approximately in January 2025. The capped maximum value of this Contract for the Pilot Phase is £135,000. Any Intellectual Property Rights (IPR) created in conjunction with the Authority or specifically for the purpose of this Contract and delivery of these Services, is the absolute property of and entirely owned by the Authority unless otherwise agreed in writing. The Authority is in a strategic alliance with Dorset Police with some services delivered on a shared services basis it is therefore likely that Dorset Police personnel may also be involved in the project as well as potential users of any technical solution designed. Why the work is being done The Authority requires development of a technical solution to interpret and apply the HOCR to all incidents to provide accurate and timely crime recording in a sustainable way to provide a level of confidence sufficient to satisfy the HMICFRS and the public. The business problem you need to solve To practically comply with the HOCR, Devon and Cornwall Police encounter the following challenges: The HOCR document is large (300+ pages) and very detailed set of rules, which is therefore time-consuming to fully understand and difficult to apply correctly on every occasion for staff. Training a crime standards officer, command control or internal auditing team can take up to 3 months and is still prone to human error. ‘Hidden Crimes’ can be missed if there is a lack of understanding by officers, for example, a public order incident such as an Affray could be identified and recorded as a crime but an individual assault within the Affray could be missed. Or a Domestic Assault could be recorded, but a long term stalking of the victim could be missed and not recorded, leaving a victim without support/justice. Many forces (including Devon and Cornwall) have created an auditing team of up to 20 Full Time Equivalents (FTE's) to review the classifications of crimes and correct any errors. The Authority are currently in ‘Engage’ by His Majesty’s Inspectorate of Constabularies Fire and Rescue Service (HMICFRS) due to poor performance in this area, which brings with it added scrutiny and support to innovate and find solutions to improve standards. Accurate and timely crime recording is a challenge faced by all Police forces and there is a strong need to find a solution, which can be used by other forces across the UK. The Authority requires development of a technical solution to interpret and apply the HOCR to all incidents to provide accurate and timely crime recording in a sustainable way to provide a level of confidence sufficient to satisfy the HMICFRS and the public.
